Should Housing Be Guaranteed as a Human Right?

Guaranteeing housing could end homelessness, improve public health outcomes, reduce crime, and fulfill a basic human need. However, it would require massive public spending, could reduce housing quality, may disincentivize work, and raises questions about property rights and implementation.
